Was ENCODE wrong about 80% human DNA having a function?

A robust takedown of ENCODE's claim that >80% of the human genome is functional has just been published. It's open access.
This claim has been seized by Intelligent Design creationists, who have long been dismayed that their creator/designer could make such a cockup of the human genome by leaving so much unnecessary junk DNA in there.

You are right, but I suspect most biologists know the reality of the situation. ID creationists won't let go though.

By the way, I cannot recall a paper written in such forthright terms.

This weeks Material World, BBC Radio 4, had a useful discussion of the issue, which included a member of the ENCODE team. Neither of those interviewed dissented from the estimate of 10-20% of the genome being vital to life. The whole issue came across as being more to with the definition of "function" than anything else.
