As hinted at at this atheist blog, the report does appear to be TRUE (though I very much doubt there's much if any valid science in the film and the suspicion remains that no other movies were entered in the category in question):

A definite lack of transparency/accountability.
Did they decide they liked Comfort's effort - and then invent the 'best science' category?!
I'm also confused because either there are TWO different film festivals or the one festival has TWO websites; compare and contrast the urls:

http://www.internationalcff.org/icff-2016-winners/ (makes no such mention)
It costs around 20 dollars to download the movie ...
